Christopher Phillips threatened to hurt police and posed a threat to the public by carrying two dangerous chemicals, police allege in court documents filed today. 

Police and a hazardous materials unit are combing over a Nova Scotia cottage linked to Phillips on Thursday morning, a day after he was arrested in Ottawa.

The 42-year-old was arrested on suspicion of carrying two dangerous chemicals from Nova Scotia to Ottawa.

RCMP allege he had the chemical osmium tetroxide "for a purpose dangerous to the public peace" and that he uttered "a threat to police to cause bodily harm or death to the said police."

The alleged offences happened between Dec. 26 and Jan. 21.

Police say no hazardous materials were found at the Ottawa hotel where Phillips was arrested Wednesday morning.

Dangerous chemicals found at the cottage in Grand Desert led officials to evacuate five nearby homes on Wednesday.

RCMP said Grand Desert residents can travel through the area on Old Dyke Road "under RCMP direction."

Dave Croft, who lives near the cottage in Grand Desert, said Phillips struck him as odd.

"He said that he was using it for storage," he said. "It seemed odd because most Americans that come up here come up here for the view, and to use cottages for what cottages are used for, right? And they're really nice, but this guy wasn't so nice."

Nova Scotia investigators are on their way to Ottawa to interview Phillips.

Later Thursday morning, police will provide an update on the situation and when residents forced out of their Nova Scotia homes can return.

Nova Scotia RCMP issued an internal communication Tuesday about Phillips, who lives in the Halifax area, identifying him as a biochemical weapons specialist, who was formerly in the military, with possible mental-health issues and considered "anti-police," sources confirmed to CBC News. 

A suspicious package containing hazardous chemicals was found Tuesday in the garage of a home in the Halifax suburb of Cole Harbour with suspected links to Phillips.

RCMP also received a call from Phillips's wife saying he was en route to Ottawa. 

Police believed Phillips might have been carrying two dangerous chemicals to Ottawa:

  • Osmium, a precious metal.
  • Osmium tetroxide, a highly poisonous and volatile chemical that can penetrate skin easily and should not be handled without a fume hood.

Ottawa police had evacuated the Chimo Hotel at 1199 Joseph Cyr St. on Tuesday night and closed off the surrounding roads as a precaution.
