Ex-biochemical weapons specialist arrested at Ottawa hotel after evacuation scare

A man suspected of travelling from Nova Scotia with potentially hazardous chemicals and arrested at an Ottawa hotel was identified by the RCMP as a former military biochemical weapons specialist from the United States.

The RCMP issued an internal communication Tuesday about Christopher Phillips, identifying him as an ex-military weapons specialist with possible mental-health issues, sources confirmed to CBC News.

Police had evacuated the Chimo Hotel at 1199 Joseph Cyr St. on Tuesday night and closed off the surrounding roads as a precaution after they received word at about 10:15 p.m. ET of the potential threat of a man they believe had checked into the hotel.

They said the man was arrested without incident outside his sixth-floor hotel room.

The police hazardous materials team, and the chemical, biological, radiological, nuclear and explosive team, were also at the scene.

RCMP sources earlier told CBC an investigation was linked to the evacuation of two Nova Scotia neighbourhoods, after a suspicious package containing hazardous chemicals was found in the garage in a Cole Harbour, N.S., home.

Ottawa police said they are holding the suspect on a Canada-wide warrant issued relating to charges in Nova Scotia. 

Police sources said the suspect is from Halifax and drove to Ottawa in a van. They also said a van believed to belong to the suspect at the hotel contained chemicals.

Police were tipped off after receiving a call from his wife saying he was en route.

Twenty homes in Cole Harbour were evacuated Tuesday after a suspicious package containing hazardous chemicals was found in the garage. Later, an evacuation order was issued in Grand Desert, and it remains in effect.

Police in Ottawa have closed the following roads while they investigate:

  • The Highway 174 St-Laurent off ramp is closed.
  • Joseph Cyr Street is closed from Cyrville Road to Lemieux Street.
  • Lemieux Street is closed at St-Laurent Blvd.
  • Labelle Street is closed from Lemieux Street to Michael Street.
  • Michael Street is closed from Cyrville Road to Labelle Street.
