Quebec newborn's abduction prompts new security bracelets at hospital

The Trois-Rivières, Que., regional health agency will adopt more security measures after a baby was abducted from a hospital maternity ward last month, the agency said today.

The abduction happened on the evening of May 26 at the Centre hospitalier régional de Trois-Rivières.

The regional health agency said Tuesday that after reviewing the security measures in place, a work group has recommended new measures, including upgrades to the video surveillance system. 

"This experience shocked us all, and has already prompted [Quebecers as a whole] to be more vigilant. As a health establishment, this has prompted us to review and adjust our security measures," said Lucie Letendre, general director of the Trois-Rivières regional health agency (CSSS). 

The hospital also plans to implement electronic bracelets for all newborns, so that a signal would be transmitted if a child were to be removed from the maternity ward.

Day-old Victoria was returned to her parents a few hours after she was taken, thanks to social media and the quick thinking of some local youth. 

Valérie Poulin Collins, 21, has been charged with kidnapping and abduction.
