Tom Mulcair faces grilling at House committee over use of tax funds

New Democrat Leader Tom Mulcair is reiterating his party's position that the "satellite" offices set up outside of Ottawa were done transparently.

Addressing the allegation that the NDP used House of Commons funds for partisan activities, Mulcair testified at the procedure and House affairs committee this morning that the offices were meant to offer "better services to Canadians."

At issue are the "satellite" offices the NDP set up outside Ottawa. The offices housed political staffers whose salaries were being paid by taxpayers. The now-shuttered offices were set up in Montreal and Toronto, with another about to open in Saskatchewan.

"Our parliamentary staff does parliamentary work. Our party staff does party work," Mulcair said in addressing the concern that staff would be mixing parliamentary and party duties.

Mulcair is also expected to answer questions on NDP mailings sent out to voters, including in the Montreal riding of Bourassa, before the federal byelections last November. 

It will mark the first time in recent memory that a sitting leader of the Official Opposition has been forced to submit to questioning in an official parliamentary context.

"What is really important here to note is when you have a situation like this, when you see the abuse like this, it's important that you recognize the fact that the abuse has gone on and that you actually rectify it," said Conservative MP Randy Hoback to reporters on Parliament Hill on Thursday.

"I hope Mr. Mulcair today and the procedure and House affairs committee will actually offer the truth and honest answers and exactly what their game plan was for these offices."
