Information Commissioner Suzanne Legault says a lack of leadership and resources is creating weaknesses in Canada's access to information system that need to be urgently addressed.

Legault tabled her annual report to Parliament Thursday and is holding a press conference to discuss her findings. Watch the press conference live above.

"All together, these circumstances tell me in no uncertain terms that the integrity of the federal access to information program is at serious risk," said Legault in a statement on her office's website.

Her report found some federal institutions do not have enough staff to even acknowledge the receipt of access requests for six months. Other examples cited in her report show the response time to requests can be as long as more than three years.
