In the eyes of many in her Peguis band, Phyllis Sutherland has betrayed the First Nations cause. Frustrated by what she sees as bloated band salaries, financial mismanagement and information stonewalling on her reserve, she joined forces with the Canadian Taxpayers Federation to support a controversial federal bill. GlennHudsonCBC200.jpgIt would require First Nations chiefs (like Peguis Chief Glenn Hudson, right) to disclose, and post online, their salaries, travel expenses and every detail of band business. 

Karin Wells' documentary, Phyllis and the Chief, follows her from Parliament Hill, and her testimony before the Standing House Committee on Aboriginal Affairs, to the political standoff on the Peguis reserve, 2 hours north of Winnipeg, where she lives.
